FINN's CONSTITUTION (My response to the Dec. 4th vote)


A proposal was made to separate the Eryndor unit, the Fury of the Called, from the CMU RSO. Contained in this proposal are constitutions for each entity if and when the split is made. I encourage everyone who hasn’t read these proposals to do so. A vote to approve or deny these proposals will take place on December 4th.

This proposal was made over a week ago and virtually no one in the group has expressed an opinion (with the exception of those involved in its creation). We are about to make one of the most important votes in our unit’s history, and everyone is silent. This is absolutely chilling.

I’m sure there are gobs of reasons why people haven’t entered the discussion. Most of the reasons are likely tied to Dagorhir’s three prime enemies (work, school, significant others). I’m sure there are other reasons as well (Skyrim, you think the whole thing is dumb). Maybe people are talking, and I just haven’t been involved. I can only speculate.

I care quite passionately about this decision. I have suppressed my personal opinions thus far because more than anything I want to do what the unit as a whole wants to do. I am flexible and willing to compromise on just about everything, so long as it is what the unit desires. That being said, I do have an opinion, and since no one else is talking I will take this opportunity to lead by example:

I do NOT approve of the new constitutions in their current form.

I do support separating the two entities. What I do not approve of are the proposed constitutions, more specifically, I do not agree with many of the provisions in the constitution proposed for the Fury (I will refer to this as “Jayne’s constitution” for clarity). I have minor disagreements with the RSO constitution, but I will hold those for now.

Jayne’s constitution does far more than simply separate itself from the CMU RSO. It makes fundamental changes to unit membership and representation as well. I will grant that now is a good time to make changes to the unit, this is an opportunity for a fresh start, I respect that. Unfortunately, I disagree with 75% of the content of the new constitution.

I would like an organizational structure that is as simple as possible. To me, a unit is who we fight with and who we camp with; we are a group of friends with a common flag. Our constitution should reflect this and nothing more.

Our constitution should allow for as much or as little participation as each member sees fit. I am not interested in giving titles or brokering power between members in the group. Most of us have busy lives outside of Dagorhir, we shouldn’t have to be concerned about what our current “status” is within the unit. I don’t want dues, I don’t care what color your shirt is, or what “sub-unit” you belong to. I just want you to call yourself a member, fight with us when you can, and if you want to do more, great, you will be facilitated to the maximum degree.

I do support fun incentives to encourage participation. Things like knots and masteries. These offer ways interested parties can get more involved without limiting their rights to vote or giving them “status” within the unit. I would like to see continued development in this area.
 
I have created my own lean and mean draft of a Fury constitution by starting with Jayne’s constitution and cutting out all the stuff I don’t think we need. What follows is a summary of the major changes and then a draft of what the actual constitution would look like. If you don’t care to read all this I encourage you skip to my conclusion.

Starting from the top:

1. Membership

a. I have completely removed the Blue Shirt/Black Shirt concept. This seems to me to be one of those ideas that work well in theory but poorly in practice. I don’t want to keep track of all this, do you? We have hardly been able to keep a list of active members together for the past four years, we would never be able to keep up with all this. Also, I don’t like the idea of giving people labels. I don’t doubt the good intentions of the concept. At first I was pumped about its vision and promise, but ultimately I don’t think people would care enough to play along. Like Veleno, my constitution doesn’t believe in shirts.

b. A member is either “active” or “inactive”. An inactive member can’t vote. In order to remain “active” you have to have been to an event or practice in either the current or prior season. Membership does not expire.

c. I have removed the idea of “Non-Combatant”. I’m not saying you have to fight in order to be a member, I’m just saying you have to meet the same requirements as everyone else. Similarly, I don’t think this would cause a problem of too many non-coms. My goal is to simplify the constitution as much as possible. I just don’t think making a distinction for non-combatants is necessary.

d. I have maintained the proposed membership requirements for admittance. I would even support beefing them up. I would like there to be a significant upfront commitment to get into the group but not an ongoing one. Once you are in, you are in.

e. No more “dues”. We are no longer an RSO, we don’t need dues. If you want to contribute to the unit, please do, as much or as little as you would like. Jayne’s constitution had a sophisticated dues scheme. It was actually quite fair and not all that demanding. Its aim was to encourage participation, but I don’t like these sorts of ongoing requirements. Everyone is in a different situation. We all have a different level of interest in the game and ability to “pay dues”. No more dues. Once you are in, you are in. This will hopefully end all the “active member” games that have been played in the past as well.

Membership Summary: There are significant upfront requirements to gain membership; this is where you “prove” yourself. Once you are in, you are in, and everyone is at the same level. To keep your vote you have to meet the negligible requirement of attending one practice or event a year.


2. Sub-Units

a. This is such a cool idea. Honestly, it saddens me to kill it, but I truly think the authors were being overly ambitious. I don’t think it will work, at least not now. If we want to try something like this, we should make it a separate vote. Ultimately, it relied on the black shirt/blue shirt idea, so it has to go. Also, it brokers power, and contradicts the “keep it simple stupid” focus I would prefer to have. Hopefully people will still have sub-units, and maybe we can encourage it as a unit somehow (like the unit flag idea Varg had a while back), but I’m not buying into this idea as it stands.

 
3. Officers

a. I have mostly left the positions alone. I considered removing all but the Master at Arms and Treasurer positions, but I do think it is helpful to have “officers” who are “responsible” for things.

b. In order to be compliant with Eryndor bi-laws we need to have a community arsenal. I made the Master at Arms responsible for its management because I assume the Master at Arms will have the best attendance. Ultimately I don’t care who takes care of the arsenal, but we need to have one.

c. Changed treasurer’s monthly post to quarterly.

d. Sage. I really wanted to take the hatchet to this position. With all the changes I have made it will be mostly honorary, but I have kept this position as well as its accompanying committee intact. It allows the veteran members a slightly amplified voice. We need to take care of our elders, and this is a good way to do it without giving them the reigns. I’m reluctant, but I’ll go with it. I consider this my biggest compromise to the overall approach I am taking.

e. I have mostly left everything else alone in the officers section. A lot of what is left is just necessary bureaucratic stuff. The authors seem to want us covered for a lot of “just in case” scenarios. I have no beef with that.

Officer Summary: We need an arsenal.


4. Awards

a. I fully support knots.

b. I fully support mastery badges.

c. These are the sorts of things that we should be doing to encourage participation. I’m not cool with holding membership out as a carrot. I am cool with holding out cool rewards like knots and badges. Maybe we could do something in here for sub-units?


5. Other

a. I changed regular meets so that they can be held at any time by any one so long as relevant and important matters are communicated to the unit (it’s an honor system). The campaigning period still exists for votes, so I don’t see this being a problem.

Conclusion

There you have it, Finn’s constitution. I make this proposal not because I think Jayne’s ideas are bad, but because I simply do not think they will work. I see a future of a few “black shirts” a handful of “blue shirts” and everyone else who just doesn’t feel like playing the status game. These lattermost people will likely feel a hint of resentment for the others and visa versa.
 
Let’s just skip that silly game. I’m in this to play a different silly game, Dagorhir. I’m in it to fight and hang out with some of the coolest people I have ever known, not to prod people for “dues”. Members should participate as much as they see fit. I want to avoid anything that might create barriers between members. Those of us that want to be involved and help out will; those of us that can’t or don’t want to won’t, but we will all remain members, with the same rank and the same rights.

These have been my opinions. Maybe you hate them. If you do, please say so. Ideally, you would post your feelings on the runboards as I have. If not, maybe you’ll say something on Facebook. If you don’t want to make your feelings public, for whatever reason, just send them directly to me. Trust me, you can’t offend me. A text from Reggie saying, “Your idea is dumb” would be wonderful.

This has the potential to be a special time in our unit’s history, please, please, please get involved. No voice is insignificant (with the exception of Caboose's). I don’t care if you have garb or a fighters pelt, SAY SOMETHING!!! If we have passed the deadline and you haven’t been able to pay your dues, please, still get involved. If I notice that there are several people who would like to vote but can’t because they aren’t “active” I will do my best to take the appropriate actions to fix the situation.

The Fury of the Called

Preamble

The Fury of the Called aims to provide a safe environment and training for recreational foam-weapon combat simulations. These simulations provide intense physical exercise and tactical challenges. We are a sovereign division of Eryndor, a division of the national foam-fighting organization Dagorhir.

Article 1

Name

The organization shall be known as The Fury of the Called in all official capacities.
 
Article 2

Membership

Section A

Types of Membership

Once completing the requirements to become a member you are a member for life. Exceptions are outlined in Section D.

A member is either “Active” or “Inactive”.


Section B

Membership Requirements

To become a member an applicant must:

1. Have a suitable character name and back-story submitted and approved by the Secretary and Loremaster to be in the oeuvre of the Eryndor storyline, and in agreement with The Fury of the Called’s place in that greater storyline.

2. Have sufficient costume clothing to meet minimum requirements at an official Dagorhir event. Garb need not be comprised entirely of unit colors and heraldry, but some attempt at showing membership in the group must be made. This can be anything from the active armband or a belt flag all the way to only wearing unit colors and having unit heraldry displayed prominently.

3. Have attended at least three practices, meetings or events as a member of The Fury.
 
4. Own at least one weapon for each hand.
 
5. Have received the safety and game-play tutorial.

To remain active, members must have attended at least one practice or event in either the current or the immediately prior Dagorhir season.

Section C

Voting Privileges

Active members have the right to vote on any issue raised at an official meeting. Absentee ballots will be accepted. Ballots posted online to the appropriate thread in the Actives portion of the Fury of the Called Runboard will be accepted. All votes will be announced at least two weeks in advance (at Eryndor practices, Facebook, the Actives section of the Runboard, etc), with the issue being voted upon being clearly explained on the Actives portion of Fury of the Called Runboard. There must be votes (both absentee and live) tallying >50% of active unit membership for the vote to count as valid.
 
Section D. Loss of Membership
 
1. Any member at any time can surrender their membership status.

2. An individual's membership at any level may be revoked at any time on (but not limited to) any of the following grounds:

• Undue abuse to or theft of community property
• Physical violence toward club members or guests not subject to the inherent risk of the game
• Disrespectful behavior toward other members, especially on the basis of age, color, disability, gender, familial status, height, marital status, national origin, political persuasion, race, religion, sexual orientation, veteran status or weight.
• Repeated violation of any of Dagorhir's safety and game-play rules

3. Termination of membership requires a majority decision by the elected officers. The terminated member will be notified by two or more of the officers as soon as possible.

4. Termination of an officer requires a vote by 3/5 of actives.

5. In instances where expulsion from the unit is considered too drastic then the Master At Arms will select a punishment that is approved by an officer vote.

Article III
 
Officers
 
Section A. Officers
 
Master-At-Arms. Duties include:
o On Site administration at events, de facto Camp Master at all campouts
o Co-ordination with Eryndor and Dagorhir leadership
o Act as the unit's representative for matters relating to Eryndor
o Assists in the presentation of merit awards for performance above and beyond the call of membership.
o Act as the unit's ultimate authority on all matters not explicitly specified in the Constitution.
o Voting member on the Eryndor Unit Council.
o Casts the deciding vote in tied officer votes.
o Management of the unit arsenal.
 
Secretary. Duties include:
o Administration of meetings and elections
o Management of club roster. This must be updated the first week of every month.
o Management of club communications (mailing list, phone calls when necessary)
o Check status of all steps for achieving active status
Treasurer. Duties include:
o Handling Budget Planning and Banking, as outlined in Article V
o Collecting dues and notifying the Secretary
o The Treasurer is responsible for all allocations of funds, and any distribution of monies must be done by this officer.
o Awards merit awards for performance above and beyond the call of membership.
o The Treasurer is in charge of cataloging the distribution of Knot awards.
o Makes a quarterly post on the Runboard listing that quarter’s treasury activity.
Loremaster. Duties include:
o Management and creation of the unit website
o Handling online representation of the unit
o Updating the roster in a timely basis
o Assisting the creation of backstory for members in the unit to keep them in line with the greater storyline of Eryndor and The Fury of the Called and to approve back stories before they count toward active status. The Loremaster may reject backstories, but must proved desired changes in order to make the story meet the Eryndor narrative.
 
Sage. Duties include:
o Voting as an officer.
o This position is created for an experience veteran (ideally former officer) who can advise and cite precedent for the officers.
o The non-voting representative to the Eryndor Unit Council
 
Section B. Standing Committees
o The Constitutional Committee, comprised of the officers. This committee exists to handle any questions about the wording or meaning of this constitution. Should any member of the organization feel that the constitution is being misinterpreted, they may call a meeting of this committee, which will hold an open meeting within a timely manner on a date selected by the Master at Arms. It is the job of this committee to determine what the intention of the constitution here is for the good of the organization. A majority vote of the committee, with each officer holding a vote, determines the outcome, in case of a tie the deciding vote is cast by the Master at Arms. Any such meetings are closed to all but members of The Fury of the Called, and all members are encouraged to attend.

o The Elder Council, this committee is comprised of all Active Members who have had Three years of unbroken membership who chose to accept membership. The duties of this committee are:
 The election of the Sage officer is done via vote of the Elder Council provided there are at least three voting members at the time of the General Officer Election. The person elected need not be a member of the Elder Council. In the event there are not three members of the Elder Council the position of Elder is voted upon in General Officer Election.
 A special forum will be created on the Runboard where the Elder members will be able to answer questions.
 The members of the Elder Council have the right to nominate people to receive the Exemplary Service Knot. These nominations are given to the Parliament who then decided to accept or reject the nomination.
 
Section C. Qualifications for Holding Office
a. All officers must be active members of The Fury of the Called
b. Loss of active member status entails the loss of office if the situation is not rectified within one week.
c. All officers must have a full understanding of Dagorhir's rules and regulations regarding game play, safety and weapon standards, a full understanding of Eryndor by-laws, and the Fury of the Called’s constitution
 
 
Section D. Selection of Officers
1. General Officer Elections will take place yearly after the Season Closer but prior to the Winter Eryndor War Council Meeting, held by the Master at Arms.
2. Voting will occur by ballot. Absentee ballots will be accepted, as determined by the officer running the election.
3. Any ties will be recount by two different members of the Fury, one officer and one active member. If the vote is still considered a tie, a majority of the current officer’s vote decides the tie.
4. Elected officers assume office at the end of the General Officer Elections.
5. Length of term for an officer lasts from the time elected until the next General Officer Election.
 
Section E. Filling Vacancies
1. Vacancies are filled via election.
2. In the event that an officer is unable to fulfill their duties they are allowed to delegate them to another officer or active member by seniority (officers, then long serving members, etc).
a. In instances of delegation the duties will be divided first by a voluntary officer, if none of the officers are able to fulfill the duties another active member may be selected and approved by officer vote.
3. If an officer steps down from their duties during their term an election will be called to fill that spot, in the interim the other officers fulfill their duties or delegate as needs be, once elected the replacement officer serves out the rest of that term.
 
Section F. Recall of Officers
1. An officer may be discharged due to any of the following circumstances:
• Excessive violence
• Theft of destruction of community property
• Loss of membership status
• Repeated violation of Dagohir's safety and game-play rules
• Violation of state or federal law
• Excessive absenteeism
• Failure to perform basic duties
2. The removal of an officer can only occur if a consensus of 3/4 of quorum is reached.
3. The recall of an officer may be called by any two active members.

Article IV
 
Section A. Regular Meetings
1. Meetings can be held by any member at any time. It is expected that any and all relevant and important matters will be communicated to the members not in attendance. This shall be done in a timely manner via the unit forum, facebook, email ect.
 
Section B. Special Meetings
1. A special meeting will occur for changes in officer positions, or in the event of a proposed amendment to the constitution.
2. Special meetings will be called by the Master at Arms or at the discretion of the other officers.
3. Members will be notified of special meetings by the Secretary or other officers at least two weeks in advance if a vote is required, otherwise the one week is sufficient.
 
 
Article V
  
Section A. Budget Planning
1. Budget planning, presentation and approval will be conducted as needed at official meetings.
2. Budget will be compiled by a committee of officers to be determined as the occasion requires.
3. Budget will be presented for approval at an official meeting
4. Consent of the club by a majority vote is required for budget approval
5. Money can be allocated by agreement of the officers and majority vote of the unit.
 
Article VI
Awards
Knots
1. Active Member
Colors - Blue/Black
Become an active member of the Fury of the Called as of the 2012 Eryndor Season and beyond.
 
2. Mentor
Color - Black/Grey
Successfully guide an apprentice through a mentorship.
 
3. Apprentice
Color - Blue/Grey
Successfully complete an apprenticeship.
 
4. Herald
Color - Yellow/Black/Blue
Herald the entirety of an event, or the entirety of three practices.
 
5. Campaigner
Color - Brown/Red
Attend 5 Events (eg: Crossroads or a Day Event) and 2 National Events (eg: Ides of March, Ragnarok, War) in a single calendar year.
 
6. Foamsmith
Color - Blue/Green
Build a passing weapon of every category (Shield, blue, green, red, yellow(javelin), white).
 
7. Officer
Color - Orange/Gold
Currently serve as an officer of Fury of the Called.
 
8. Former Officer
Color - Orange/Silver
Have served as an officer of Fury of the Called.
 
9. Keeper of the Blue Flame
Color - Orange/Blue
Make and bring Blue Flame to a campout event. Blue Flame is combustible material such as wood chips or pinecones soaked in a certain chemical solution (please be safe and consult with an existing Keeper of the Blue Flame before attempting to make the chemical solution. Towards this end, this is the only knot that will include a list of recipients. Purchasing color-changing fire salts will not count).
 
10. Friend of the Fury
Color – Maroon/Gold
This is awarded to non members for services that have helped the unit. This is decided via officer vote after nominated by an Active Member.
 
11. Exemplary Service
Color - White/Blue/Black
Be nominated by a member of The Elder Council for service above and beyond expectations, and confirmed by a unanimous vote of the Parliament.
With the exception of Officer knots all other knots must be applied for with the Treasurer. You must provide documentation to prove you have earned the knot you are applying for (i.e. list of events attended, pictures of weapons built, etc).
 
 
Mastery Badges
1. Man at Arms - One Blue Weapon
2. Duelist - Two Blue Weapons
3. Breaker - On Red
4. Pole Arm- One Green over six feet, no side arm, no red/green
5. Cut Throat - One Green under two feet
6. Hoplite - One Green over two feet, shield
7. Shirmisher - Small shield and a blue
8. Champion - Large shield and a blue
9. Heaver - Rocks and Javelins
10. Bullseye - Bow and Arrows, no side arms
11. Lord of War - Any weapon Combo
Master Badge Rules:
1. In order to compete one must be a member of The Fury of the Called.
2. The badges will be initially awarded at Ragnarok.
3. After that challenges for Badges may be made at any Dagorhir event.
4. Members may only challenge for each badge once at an event.
5. Members may only challenge for two events at an event.
6. Challenges will take the form of 2 out of 3 honor duels.
7. After a challenge the Badge holder is allowed a 10 minute break before another challenge may be made.
8. After Three successful defenses the Badge Holder may decline further challenges for that day.
9. Active Arm Bands
10. An arm band baring the unit sigil given by the officers upon gaining active status.
 
Article VII
 
Amendments
 
Section A. Amendments to the Constitution
Procedure: Any member may propose an amendment to the constitution. The final vote on the amendment will be delayed two weeks, before which the Secretary will notify all active members that an amendment is on the table. An affirmative vote of 3/5 of active unit votes will be required for adoption of the amendment.

I only really have an opinion about dues

first of all, I didn't know we had them. I thought that when I donated my weapon and was officially a part of fury this summer that was it. I was Fury. Maybe I just didn't read something closely enough, but I was somewhat surprised that a bit less than 4 months after I had become a member of Fury, I was...not a member of Fury? Or an inactive member? Something like that? I don't even know.

Don't like dues. Simple is best. Go fight win. Although, feel free to ignore this, since I don't get to vote.
